What is the LA Flex Scheme

The LA Flex scheme, formally known as Local Authority Flexible Eligibility, is a government-funded scheme that enables local authorities to choose and refer households for energy efficiency improvements under the ECO4 scheme. Unlike the standard ECO4 scheme that focuses primarily on benefit recipients, LA Flex allows councils to set their own eligibility criteria, which permits them to help households that are in fuel poverty or that are most vulnerable to the effect of cold homes.

The scheme takes into consideration:

Family circumstances i.e. pregnant mothers and families with young children
local deprivation indicators
Older Citizens
Health conditions worsened by the cold

Are You Eligible?

Eligibility will depend on meeting some criteria as established by your local authority, and the majority of councils have standardised eligibility pathways that have been formulated through Ofgem guidance. The LA Flex has 3 routes through which you can qualify.

Route 1

Households with a combined gross annual income of £31,000 or less typically qualify.

Qualification employs proxy-based criteria that consider broader indicators of financial vulnerability and hardship.

Lower-layer Super Output Areas (LSOA) 1-3 on deprivation indices
Receiving Council Tax discount
Being at risk of cold homes under NICE guidelines.
Deceiving free school meals on the basis of low income.

Route 3

If you have a health condition which makes you particularly vulnerable to the adverse effects of cold housing.

Are You Vulnerable Under The LA Flex Scheme ?

Vulnerability on health grounds is one of the cornerstones of the targeting approach under the scheme.

The scheme clearly identifies four general categories of medical conditions that make individuals particularly vulnerable to cold home temperatures:

Cardiovascular disease.
Respiratory disease.
Limited mobility issues.
Immunosuppression.

Age vulnerability is prioritized specifically under the scheme, and more particularly, individuals above 60 and especially those above 75 years

Pregnancy and early childhood are also vulnerability groups recognized by the scheme.

Mental illnesses (including illnesses like schizophrenia, bipolar disorder, and major depression).
